Shame on me for failing this quest, but since this is on a 24 hour timer, you can not pick up another task until this timer runs out. A little harsh, but do the crime pay the time.

You can cancel a task in menu. Just click on your active task and resign, you can complete it next time without losing your progress. There is a bug that show you 0/9, but game remembers it correct.
