Fellow travelers - may i get a hint what I am to do with Rizurul's head?

i have a level 46 pet Black Hound rank 3. I purchased the collar of rebirth required level 40 required power 9. I can not equip it. My guess is the power required 9, but unsure.
Any help would be greatly appreciated and thank you...
